Proposal

The purpose of this proposal is to sell my idea to the producers, so that they can approve of it and make it into a film. In my primary and secondary i found out.

Film Synopsis
A boy is on his way home from the local store, when he finds a strange looking book covered in blood, on the floor. The book contains profile photos of random people. The book turns out to be a "death" book that gives whoever is in possession of it, the ability to pass judgement on people who have committed acts of injustice, by killing them.

Twist and Hook

The hook of the film is the book that the boy finds. The first twist of the film is that the people in the photos are people that the boy has encountered or seen during his journey to the local store. The other twist is that there is a photo of the boy in the book and underneath the photo someone has written "Judgement: Death" in blood. Because the boy has passed judgement by killing people, he too has committed an immoral act.

Tagline:   "Justice isn't always fair" "you can't escape judgement"

Influences

My short film was influenced by the manga book series and psychological thriller film Deathnote. .My short film idea was also influenced by a 2014 news article about a Chicago native teen vigilante.

Film Rating

My  short film will be suitable for 15 years and older. Therefore i will need to follow the guidelines for a 15 rated film according to BBFC. A 15 rated film is not limited in the content and themes that it can show, provided that it is appropriate for 15 year olds. When classifying and regulating 15 rated films, The BBFC deem the following themes acceptable for a 15 film. Strong Violence,Frequent use of strong language,Sexual activity, drug references and nudity. However the context in which these themes are shown and used should not, in any way, glamourise them. For example, the use of strong language and violence has to be justified in the story of the film. Continued or aggressive use of strong language will not be passed as a 15 rated film. My film will be rated 15. The is because the film will include themes of mortality and violence.

What does the 15 symbol mean?
No-one under 15 is allowed to see a 15 film at the cinema or buy/rent a 15 rated video. 15 rated works are not suitable for children under 15 years of age.

Are there any limits on what sort of theme a work can have at 15?
No theme is prohibited, provided the treatment is appropriate for 15 year olds.
What might I see in a 15 rated film or video?
Any of the following:

·         strong violence
·        frequent strong language (e.g. 'f***').
·         portrayals of sexual activity
·         strong verbal references to sex
·         sexual nudity
·         brief scenes of sexual violence or verbal references to sexual violence
·         discriminatory language or behaviour
·         drug taking

Primary Research and Secondary Research

In my primary research i was able to find out more about the target audience for short films. I was able to come to the conclusion that the target audience for short films were university students and adults. I discovered that the target audience for short films were very niche. Most of the short films that were shown on YouTube and other distribution platforms were aimed at specific audiences. As part of my research, I watched short films on YouTube to look for any conventions and to get a sense of what people liked to see in short films, particularly thrillers and horrors. Looking at comments under some of the short films, I saw that many younger people who had watched the short films were somewhat confused about the story and narrative of the films. Looking at their YouTube channels/profiles i was able to find out their ages. The fact that younger audiences did not understand the narrative of these short films, further re-establishes my conclusion, that short films are aimed at a much more older and knowledgeable audience. Aswell as looking at comments, i also looked at views and profile pages of some of the viewers. I noticed that people liked thriller short films that had aspects of horror in them. Because of this, i intend to add aspects of horror in my thriller short film.i also noticed that people really liked the animated credit motion graphics. In my Secondary research i was able to find out about different trends in the thriller genre and films. In my research i was able to find out that films in the same genre or similar to my short film were successful. For example final destination made $112.880,294 in box office earnings.

Unique Selling Point

The unique selling point of my short film is that it is based on a news article about a Chicago Vigilante. I am confident that my short film will be successful. This is because

Funding

For my funding i will be using Kickstarter. The way that Kickstarter works is simple. People can look at other people’s projects, if they like the project, they can pledge money to make it happen. If the project succeeds in reaching its funding goal, all pledgers are charged. If the project does not reach it's goal, no one is charged. It has been proven that Kickstarter is reliable source of funding. Many artists, musicians and filmmakers have found success with funding through Kickstarter.

Regulation & Certification

The main regulating body for film in the UK is the BBFC. The British board of film classification (BBFC) is an independent body that is responsible for regulating films that are released in UK cinemas and released on DVD in the UK. The office of communications (OFCOM) is responsible for regulating TV, Radio and video on demand in the UK.

Revisions and changes/development of idea

I have changed the idea for my short film a number of times. My idea was previously about a group of students that were brought together because they had all witnessed a murder of another fellow student. Each of the students who witnessed the murder, did nothing to help the student. After being brought together by unforeseen circumstances, the group of students try to piece together the mystery of the murdered boy and the strange events happening around them, while trying to evade the hunter who is after them. After further exploring the idea , i realised  that the idea was too advanced and complicated for a one minute short film. By combining my primary and secondary research i was able to come up with a suitable idea for a one-minute short film.

Distribution

The platform on which i will be distributing my short film on will be YouTube. The reason i have chosen YouTube is because it is a worldwide platform, so lots of people will be able to watch. I will also be distributing my short film in film festivals. Entering my short film in a film festival would be a really good way of promoting and advertising my short film. These types of festivals give independent filmmakers the opportunity to showcase their work.
Distributors from all over are likely to come and watch the films in the festival. I will be entering my short film in the London short film festival.

Pre-Production Report

Introduction and Type of Production

I will be producing a 1 minute short thriller film called Judgement. The synopsis of the film is that a boy is on his way home from the local store, when he finds a strange looking book covered in blood, on the floor. The book contains profile photos of random people. The book turns out to be a "death" book that gives whoever is in possession of it, the ability to pass judgement on people who have committed acts of injustice, by killing them. Because i am going to be producing a short film i will be using a small production crew.

Funding and Budget

Funding is required so that i can provided the necessary material for my production. Most of the resources i will need will be provided to me by the college. However the college will not be covering the funding for my production, therefore i will be providing my own funds for this production. The funding will cover the catering budget, transport, equipment, clothing and props. Since the actors i will be using are not professional actors, i won't need to pay them.  Altogether, my average budget total will be around  £60- £87.50. I will be able to use equipment

Budget Breakdown

Clothing £7-£40

Food and Transport:
Bus £1.50 per journey (half the rate for 16-18 years old)
Train: £2- £5 (half the rate for 16-18 years old)
Food/catering : £2-£20

Financing a project

There are different ways of providing funding for a project. I intend to use my own money as funding for my short film. I also plan to use crowd-funding to help provide funding for my short film. Crowd funding is when lots people put money towards a project that they like or think can become successful. Kickstarter and Crowdcube are examples of crowd funding websites. Kickstarter is one of the most commonly used crowd-funding platforms. It is very simple to use and allows film makers, designers and artists to raise money for their projects. The way that Kickstarter works is simple. People can look at other people’s projects, if they like the project, they can pledge money to make it happen. If the project succeeds in reaching its funding goal, all pledgers are charged. If the project does not reach it's goal, no one is charged. All that is needed to make a project eligible for funding is a Kickstarter account. I think kickstarter is a great way for me to fund my short film. It has proven to be successful. The other ways of funding for a film include Government funding, Funding from the Local council, charities and production schemes.

Time

Time management is needed to make sure the production is running smoothly. When planning a production, it is necessary to Schedule production tasks beforehand. This is one of the reasons why pre-productions tasks are important. Along with scheduling, meeting deadlines for certain tasks are important. For my 1 minute film i am going to need to schedule tasks and meet deadlines. Failing to meet deadlines can be very costly.

Crew and Personnel

Like any other production, a production crew is needed.  There are specific roles needed in a production crew. One of the important roles, if not, the most,is the role of the producer. The producer is essentially the leader of the Crew. The main responsibility of a producer is to manage the production from start to finish. The producer handles the finalization of the script and the financing. The producer also handles the location scouting. The director oversees the shooting of the film. The director works along side the producer. The screenwriter creates the dialogue of the film. The costume designer creates the costumes and clothing that the actors will wear. The also deal with props used in the production. The director of photography is responsible for bringing what is on the script to film. The director of photography deals with the technical aspects of shooting such as lighting.

Actors are Responsible for portraying the characters in a film, actors work with the director and director of photography. The editor is responsible for assembling the raw footage and turning them into a sequence. For my 1 minute short film i will need to have a production crew. Hiring a professional production crew would cost £1000-£2000. However for my short film i will not be using a professional crew. I will be using people who have the skills to do the jobs that typical production crews do.

Facilities and Equipment

Most of the equipment i will be using will be provided to by the college. The college facilities will also be at my disposal. Below is the equipment and facilities i will use during and after the production of my short film.

Camera: i will be using a 1080p Panasonic HC-V130EB-K camera with a 32GB SD card. 32GB will be enough memory for all the scenes of the film to be captured. A HAMA tripod and LED light will be used as well. The tripod will be used to hold the camera in position when shooting. The LED light will be used for brightness.

Computer: Once all of the scenes of the short film have been shot, i will be using a computer to edit the scenes together. I will be using a 21" 2009 imac 750GB to edit the film together. The editing software i will be using to edit the film together will be Final cut pro X.

Materials

Because my short film is a thriller i will need certain material to make the film successful. Below is a detailed list of the type of materials i will need to for my short film:

Sound effects and Music: In order to create a sense of realism, sound effects are needed, especially in film and TV. I will be using sounds effects that are suitable for a thriller film in my short film. I will also be creating my own sound effects using MIDI digital audio software. I will be using some copyright sound effects from Audiojungle. Audiojungle is a website that allows people to download and use royalty free music and sound effects. I plan to get the music for my short film using the same website.

(audiojungle.net)

Stock footage: I plan to use some stock footage for the opening and ending credits of my short film.

Contributors

For my short film i will need to hire actors to act in it. To find actors i would need to go online and look for websites for hiring actors. I could also call acting agencies to hire actors. For my short film i will not be using professional actors,

Locations

Because i am producing a thriller film, it is important that i use a location that is suitable for a thriller. The location that i am going to be using will be an area near telegraph hill park in brockley. In order to use this location i will need to complete a location recce and risk assessment. A location recce shows that i have thoroughly checked the location and taken consideration of risks. I will also need to be granted permission by the local council to be able to film in the area. To get permission i would need to contact the local council via email or telephone and fill out a form. Checking for risks and limitations is also very important when scouting for locations. The location i chose for my film, needs to be an area that the actors and the production crew can get to. I also need to keep in consideration the hazards that the location may have. The location may have objects in which people could trip over and injury their self. Conducting a risk assessment would allow me to be informed of the risks.

Codes of practice and regulation

Copyright

It is important that i am aware of the possible legal issues involving copyright. Copyright is a law that protects the use of someone's work for a number of years. Copyright laws are set in place to protect the originality of the creator's work. The copyright and Intellectual property law covers musical, literary and artistic works. It also covers Symbols, films, phrases (slogans, mottos) Logos and Typographical arrangements. Copyright protection often lasts for about 70 years after the creator of the content has died. This is for written, dramatic and artistic works. Film and sound recording is also protected for 70 years. When using copyright material, i have to make sure that i have permission to use the owners work. If i cannot get permission to use the owners work, i must use copyright free material. To use copyright material i would need to pay.

Copyright,PRS for Music and MCPS

The PRS (performing rights society) is an organisation that deals with copyright for music and royalties payments to artists, writers and composers. When a music artist's music is played to a wider audience (radio broadcast) or used for public performances, The PRS collect and pay royalties to the artist. The MCPS (Mechanical-Copyright Protection Society) is part of the PRS. The two organisations merged and became PRS for Music and The Mechanical-Copyright Protection Society. The MCPS pays royalties to music artists, songwriters and composers when a piece of music is reproduced as a physical product or sold online. If i am going to use music in my short film, i will need to understand how the PRS and MCPS works.

BBFC

The BBFC (British Board Of Film Classification) is an organisation that is responsible for the rating, classifying and censoring of films in the UK. They are a non- governmental organisational. The BBFC use certificates to certify films. There are 6 age ratings the BBFC use. they are, U,PG,12A,12,15 and 18. The main priority of the BBFC is to protect  the public, and especially children, from content which might raise harm or risks. Since i am making a film, i will need to know about the BBFC. However,  Because i have chosen to distribute my short film on an online platform , i will need to consider the way that my film will be rated. The BBFC can not regulate films that are streamed and watched on online platforms. This is because the films on these platforms are being streamed worldwide and not exclusively in the UK.

Unit 16: Preparing for Edit (Re submission) Edit Decision List, Screenshots, editor's log, rough cut and Final Edit.

Screenshots

Rough Cut

Edit Decision List

Editors Log

When preparing to edit, i first created bins to sort and categorize my raw footage into. Bins are used by editors to help them keep all the footage in order. I created a total of 3 bins. The first bin i created were for all of the shots that were filmed outside on the streets. The second bin i created was for everything that was shot in or around the train station. The final bin included all the footage that were shot inside the house. After creating the bins, i went on to rename all of my shots according to the type of shots they were, before placing them in their designated bins. For example, a medium shot of someone in the train station, would be called "Train station medium shot (MS)" and would go into the "Train Station" Bin. I also logged the shots as "good" or "bad" takes. Logging the shots as "good" or "bad" helped me as an editor, to narrow down the shots that were appropriate to use. After logging the footage, i exported an Edit decision list (EDL).

An Edit Decision List helps to keep the Editor's footage in order. The list contains all of the shots that the editor is going to use for their production. To an editor, It is an easier way of sorting footage and allowing them to decide which footage will be useful and which won't. The editor might choose to get rid of certain shots. This might be because he or she feels as if the shot does not fit in with the production. It could also be because a mistake has been made in a certain shot. For example an actor could be standing in the wrong position. An edit decision list also helps to keep the footage together as it is passed down through post-production.
